Shanks was born in Vancouver and raised in Kamloops, British Columbia after he moved there as a child. He studied acting at the University of British Columbia from 1990 to 1994. During the seventh and subsequent seasons, Shanks received nominations for a Leo Award for Best Lead Male Performance. He appeared as lobbyist Mark Bishop in a three-episode arc for season 6 of the Fox Network series 24 in 2007. The second season of the USA Network espionage thriller Burn Notice, where Shanks played Victor Stecker-Epps. Epps was a fellow burned agent and mad counterpart to Jeffrey Donovan’s character and it aired in 2008–2009.
He featured in an episode of the SciFi Channel series Eureka where he played an alchemist who was partially responsible for the town’s near-destruction. Shanks also starred in the episode “All That Glitters.”
